Workforce Innovation & Opportunity Act Request for Proposals

The Centralina Workforce Development Board (WDB) expects to release Request for Proposals (RFP) on or about Monday February 10, 2025 soliciting offers to utilize federal Workforce Innovation and Opportunity Act (WIOA) funds to provide services to Adults, Dislocated Workers, Youth and Young Adults-NextGen, Employer/Business Services, and for One-Stop Center Operation & Management through an Integrated One-Stop Delivery System. Completed proposals in response to the RFP must be submitted by Friday March 7, 2025 at 4:00PM. Question: Is there a required percentage for training services for ADW participants?

Answer: No

Question: On page 47 of the Adult and Dislocated Worker RFP, this question references a One-Stop Operator. Is this correct? B.) Capacity Narrative, Question #2: d. Qualifications of the staff to be assigned to the One-Stop Operator role. Note: Include experience, education, and any specialized training or certifications specific to workforce service delivery. Also, if your organization needs to hire new staff as a result of being awarded a contract, please outline your plan to hire qualified staff.

Answer: Question 2, item d. SHOULD read "Qualifications of the staff assigned to the ADULT/DISLOCATED WORKER role". Please respond to this revised sentence according to the question.

Question: What equipment will be available for transfer to the new provider(s)?

Answer: Desks, chairs, computers, laptops, tables, monitors, I Pads, printers, scanners, standup kiosks, webcams, cabinets, routers

Question: Is the provider responsible for any rent or lease costs?

Answer: Yes. Currently, the WIOA service provider pays the lease costs for NCWorks Career Centers located in Anson County, Cabarrus County, Iredell County (Mooresville), and Stanly County.

Question: How many individuals are currently enrolled in ITAs and OJTs for ADW?

Answer: Currently, 6 ITAs and 2 OJTs are active under Adult or DW services

Question: What is the average cost of ITAs?

Answer: $3,500

Question: Please provide your current staffing chart for Business Services

Answer: Business Services Representatives (2); Project Director (1); Project Accountant (1); Career Services Supervisor (1), Career Center Leaders (3)NOTE: Costs for Project Director, Project Accountant, Career Services Supervisor, and Career Center Leaders are shared with other WIOA funded services.

Question: What is the current performance?

Answer: Since 07-01-2024, Centralina has provided 7,602 services to 897 employers. Centralina provided 131 services in the code "E13- Engaged in Strategic Planning/Economic Development" to 65 employers. Centralina has provided 204 services in the code" E11-Accessing Untapped Labor Pools" to 100 employers. Centralina has assisted 99 employers with "Job Fair Services (E02)".

Question: What are the estimated lease costs and other current maintenance or facility costs

Answer: Total Office Rent is currently $15,315.60 per month. *Between Aug-24 and Jan-25, utilities have averaged about $855 per month. *The Toshiba Copier rental is about $470 per month. *The total cleaning services are averaging about $1,650 per month. *Total phone costs (including cell phones) are about $810 per month. Excluding cell phones, the cost is about $225 per month. *Internet charges are $189.95 per month. *We only had one large repair/maintenance charge this program year that hit October for $996.54. $988.91 of that was for materials to replace the light bulbs in one of the centers. For the other months the R&M has been less than $10 per month (I believe for the Toshiba copier).

Question: Will you accept a hybrid model of virtual and in-person for One Stop Operations?

Answer: The Centralina WDB will consider all proposed ideas for the delivery of One-Stop Operations. However, with the changing nature of One-Stop service delivery, it is imperative to have dedicated staff that can handle daily operations and work with our communities to build stronger partnerships for service.

Question: Does the email inbox for submission have any file size limitations? If so, please provide. Should our proposal response exceed the limit, may we send multiple emails labeled file 1 of X, 2 of X, etc.?

Answer: Currently, we do not have a file size limitation. However, it is recommended that RFP responders send multiple emails, if needed, labeled to indicate which RFP is being submitted.

Question: Has Centralina Workforce Development Board been subject to any corrective action in the last 4 years?
